Warrington Borough Council
Russ was first elected to Warrington Borough Council in 2010. He joined the Council’s Executive Board in 2011 and has been the portfolio holder for Corporate Finance and Property since 2012. In that role, Russ has led the transition to an Outcomes Based Budgeting (OBB) approach and the delivery of a 4-year MTFP from 2017 onwards.
Creativity and innovation are a key part of the “Enterprise” theme for OBB and Warrington has developed a strong reputation for its approach to driving income in preference to delivering service cuts under the Government’s austerity programme. In 2017/18, around 95% of the Council’s £8.8m funding shortfall is being met by new Enterprise income delivered through a portfolio of financial initiatives. At full value, Warrington’s Enterprise will currently deliver more than £20m/y of income.
Outside of the Council, Russ is a chartered physicist and works full-time as a nuclear safety consultant, with more than 25 years experience in the UK nuclear industry.
